Feed gear you don't need into the machine for scrap, then gamble that scrap into permanent random effects on your equipment. All earned, all in-game.
Found at the Drunken Dwarf's workshop. Drop a wieldable item onto the machine and it's destroyed for scrap - the amount depends on the item. Select an equippable item inside the machine's interface and spend 10,000,000 coins plus 250,000 scrap (cost scales per slot, see below) to roll one random effect into an empty upgrade slot.
Every eligible item has 3 upgrade slots. Each time you upgrade, the machine fills the next empty slot with a random effect drawn from every effect valid for that item's equipment slot (weapon, shield, jewelry, armour piece, cape, ammo, or gathering gloves) - each roll excludes effects the item already has, so you never get a duplicate on the same item. Once all 3 slots are full, upgrading again opens a reroll menu instead: pick one of your 3 existing effects to replace, pay the cost again, and get a fresh random roll (which can land on anything, including the effect you're rerolling away from).
Every effect belongs to one of 3 rarity tiers, which weights how often it comes up in a roll. Weights are per-effect, then multiplied by the tier's overall multiplier.
Weight multiplier 2.0x - the bulk of your early rolls. Shown in white text in-game.
Weight multiplier 1.0x - a solid middle tier. Shown in cyan text in-game.
Weight multiplier 0.35x - the hardest effects to land. Shown in gold text in-game, and rolling one broadcasts to the whole server.

Fill all 3 of an item's upgrade slots with Rare-tier effects and you earn a permanent
title, checkable and equippable via ::title or the Make-over Mage. It's a
one-time, account-wide unlock the first time any item you own hits 3/3 Rare - after that,
every Rare roll still fires a server-wide broadcast, but the title itself only pops once.
With Rare weighted at 0.35x against Common's 2.0x, three-for-three on a single item is a
genuine long shot.
